At Block by Block, we are committed to making our city a cleaner, greener, and safer place for all residents. Illegal dumping not only harms our environment but also poses serious safety risks to our communities. We believe that by diverting waste from illegal dumping into designated free dump sites, we can prevent further damage and promote responsible waste management practices. We are joining efforts with Clean Philadelphia NOW campaign with Trash Academy, Circular Philadelphia, & Clean Water Action.

The Issue

​

​Philadelphia is facing a concerning trend of illegal dumping, with dumping tonnage increasing and recycling rates declining. This poses significant environmental and safety concerns for our neighborhoods. We need to take immediate action to address this issue and protect our city from further harm.

Proposal

 

Our proposal is simple yet effective - divert waste from illegal dumping into the six free dump sites available in our city. These sites can collect residential clean-out dumping and Construction & Demolition (C&D) waste, providing legal avenues for responsible waste management. By opening these free dump sites to small haulers, we can ensure that waste is managed responsibly and prevent illegal dumping in our neighborhoods.

Why It Matters

 

The consequences of illegal dumping are clear - it harms our environment, endangers our communities, and contributes to a decline in recycling rates. The alarming statistics speak for themselves - we have seen a significant increase in dumping, reversing the progress made between 2016 and 2019. Furthermore, our recycling rates have plummeted from 22% to a mere 8%. It is imperative that we take immediate action to reverse this trend and protect our environment for future generations.

We partnered with Trash academy, Circular Philadelphia, & Clean Water Action to address this issue. Together, we can end illegal dumping in Philadelphia and create a cleaner, greener, and safer city for all.

To effectively address dumping, we propose allowing small haulers to dump at convenience centers to capture residential clean-out dumping and C&D (Construction & Demolition) waste. Currently, the cost structure makes it impractical for small haulers to dispose of their loads legally. By implementing a smaller fee at convenience centers for small haulers, we can incentivize lawful disposal, leading to cleaner, greener, and safer neighborhoods while diverting material from the waste stream.
